(Washington, DC) -- House Democrats are working on a maneuver to force a vote on a bill to fully reopen the federal government. California Representative George Miller says they're initiating a "discharge petition" on a funding resolution that doesn't affect Obamacare. If a majority of House members sign off on the petition, it can come up for a vote as is, without committee confirmation, as soon as October 14th. Discharge petitions are rarely successful. They need some support from the majority party, and representatives who sign a discharge petition face possible retribution from their party.
